ARTICLE I. NAME, STATUS, AND PURPOSE
Section 1. Name
The name of the organization is Belarusian Representative Assembly, Inc. (the “Assembly” or the “Corporation”).
Section 2. Legal Status
The Assembly is a nonprofit, nonstock corporation organized under the laws of the State of Delaware.
The Assembly operates exclusively for social welfare purposes within the meaning of Section 501(c)(4) of the Internal Revenue Code and applicable federal and state laws.
Section 3. Purpose
The Assembly is organized and shall be operated for purposes of promoting social welfare and advancing civic, cultural, educational, community, and public-interest initiatives consistent with applicable law.
The purposes of the Assembly include:
1. Collective Representation & Coordination
To provide lawful and structured opportunities for individuals and communities connected to Belarus to participate in civic, cultural, educational, and public-interest initiatives and to articulate shared interests and positions.
2. Institutional Continuity & Stability
To maintain a stable institutional framework capable of continuing its programs and civic initiatives independently of any individual leader or temporary organizational structure.
3. Governance Integrity & Accountability
To promote responsible governance, transparency, ethical conduct, financial accountability, compliance, and public confidence in civic and community initiatives.
4. Participatory Civic Infrastructure
To develop inclusive mechanisms through which individuals and communities may participate in civic, social, cultural, educational, and public-interest activities.
5. Strategic Coordination
To connect civic, cultural, professional, educational, and community initiatives in order to reduce fragmentation and encourage constructive cooperation.
6. Digital Infrastructure & Participation
To develop and maintain lawful digital tools, archives, mapping systems, communication platforms, participation mechanisms, and other technologies supporting civic and cultural engagemen
7. International Cooperation
To cooperate with international organizations, community organizations, cultural institutions, educational institutions, Indigenous and local communities, civic initiatives, and other lawful partners in support of social welfare and public-interest objectives.
8. Human Capital and Community Development
To support educational, professional, cultural, and community development opportunities and to encourage the exchange of knowledge, experience, and skills.
9. Cultural Heritage & Intercultural Dialogue
To preserve, document, promote, and advance Belarusian cultural heritage and historical memory while fostering intercultural dialogue, comparative heritage research, cultural exchange, and cooperation with diverse communities, including Native American and Indigenous nations.
10. Civic Advocacy and Public Interest
To conduct lawful civic advocacy, public education, research, and policy engagement concerning matters affecting the communities and public-interest objectives within the scope of the Assembly’s mission.
